in kofya the  residents  gathered  to meet  their  head, they  all  unanimously  wanted  to  change  their  governor, the  head  was  surprised  because  that   governor  was  the  best  of  all amongst  others, the  residents  said  in their  country  there  were  other  cities  as  well that  needed  to  experience  the  good  governor  like  him,  he  must  be  transferred  in all  other  places  for  three  years   so  that  in rotation his  presence  in all places  can  improve  the  condition of  life  quality  of  others  also, that  shuffling  such  high  position holders  was  right  justice  done  to  the  citizens  of  the  country
