....there is a very old joke  that  when  afghan  immigrants  began  flowing in to Pakistan  an afghan introduced  himself as a railway  prime minister,  the official in charge surprised asked  how was that possible,   for there was no railway in Afghanistan,   the afghan  laughed and explained  and there was no  prime minister in Pakistan
