the  darogha  's  regular  routine  included  going  up  to  the  sea  shore  where  the  boats  and  boatmen  lived, fearing  the  war  against  shajah could  begin any  time  people  had  stopped  travelling, so  the  boats  were  not  in active  use  any  longer, the  darogha  knew  someone  who  could  carry  the  sealed  letter  across  to  shajah's  camp
