a  man  travelled  alone  in  a  train
the  ticket  checker  asks  him what  was  he  carrying  in his  shoulder  bag
the  man  said  it  was  his  small son without  ticket weighing  thirty  kilo grams , to  consider  him luggage  to  profit  the  railway  department
the  official agreed  to  consider  the  son luggage but  to  explain how  it  proved  profitable  to  government
the  man  said  each passenger  is  allowed  to carry  forty  kilograms  , his  son was  thirty  , so  the  department  profited  by  his  carrying  ten kilograms  less
